THE NEW AMENDMENTS TO THE CONSTITUTION
2003
DUTIES OF THE EXECUTIVE COMMITTEE:
The Executive Committee, the elected officers of the organization, shall manage the affairs of the organization. The Committee shall have general charge of the property of the organization, the conduct of all its business affairs and the control of the administration, except as specifically reserve to the general membership by these bylaws
The committee shall meet every second (2nd) Friday of the month to manage the affairs of the organization. The responsibilities of the Executive shall include but not limited to the following:
A. Authorization of expenditure of all monies belonging to the organization.
B. Fixation of compensation to the Chief Imam and the mission Board. The Chief Imam shall be paid the sum of $1000.00 per month for his services as enumerated in paragraph V of these bylaws. The Chief Missioner gets $200.00, Assistant Chief Missioner $100.00, Assistant Chief Imam paid $100.00 respectively monthly and two (2) Missionaries will receive $25.00 each Friday they attend not applicable when absent. The mission board such event exceed $1000.00. The committee may also compensate any special guest approved by the Executive during any other fund raising activities. However, such gifts or compensation shall not exceed 10% of the net collection at such event.
C. The financial secretary shall collect and count all monies at any of the organization’s functions, including but not limited to asalat, naming ceremonies, birthdays, special prayers, marriages and jumat services. The Treasurer shall deposit the monies into the organization’s account.
D. Approval of and recommendation to the Masjid of a proposed annual budget.
E. Convening of special meeting of the organization as needed.
F. Creation of new organizations within the organization upon application or determination of need.
G. Establishment of guidelines for renting organization properties or facilities.
H. Appointment of members to standing committees and to such other committees as they deem necessary. While their activities and decision must be approved by Executive committee.

I. No member of the executive or mission board shall keep any important document of the organization such as deed, certificate of occupancy, survey, title insurance, property insurance, property insurance, architectural drawing and or design and bank account of the organization in his or her possession. Such documents shall be kept in safe deposit box to be opened by the executive. The president and the general secretary shall be authorized to have the key to the safe deposit box.
REQUIREMENTS FOR ELECTIONS OF OFFICIALS
In addition to the requirements contained in the Constitution of this organization, anyone who is running for any office in the organization must be literate, possess leadership qualities and experience in the office he or she is running for. The president and the vice president must also satisfy the following requirements:
I. Must be at least thirty- five (35) years of age.
II. Must be an active member of NAMIC for at least three years.
III. Must have paid the $20.00 weekly collection up to date.
IV. Must possess leadership qualities. Example of leadership qualities include, but not limited to, prior position held in any organization, ability to inspire, motivate members and ability to work with the executive members, missioners and the general members. The candidate for the post of president must only come from an out-going executive committee.
OTHER OFFICES:
For other offices, candidate must be an active member of NAMIC for at least 6 months and must have paid the $20.00 weekly collection.
DUTIES OF OFFICE HOLDERS
The President:
In addition to the duties and responsibilities contained in the constitution, the president shall preside over all meetings of the organization on all appropriate occasions except those reserved for the mission Board of Trustees. The president shall appoint all committee chairpersons with the approval of the executive and or the general member. The president shall have a veto power at any of the executive meetings that are properly convened. A two-third majority of the executive member present at such meeting shall be needed to override the veto.

The Vice-President:
The secretary shall keep an accurate record of all meetings of the organization except the committee meetings. The secretary shall maintain a roster including mailing addresses of the members of the organization. The secretary shall post notices and notify members of all meetings and affairs requiring membership action. The secretary shall be in charge of all stationeries and correspondents of the organization and shall notify the president of any correspondents receive on behalf of the organization within 24 hours of such receipt and shall notify the executive at the next executive meeting. The secretary shall have all the supervisory control over all paid officers of the organization; perform all secretarial and administrative duties as may be allocated to him by the Executive Committee.
Assistant Secretary:
The assistant Secretary shall act in the absence of the secretary, and shall perform such duties as may be necessary.
The Treasurer:
The Treasurer shall be the custodian of all the organization. He/She shall receive all monies of the organization and shall be deposited to the bank account of the organization no later than the next business day of such receipt. The Treasurer shall not co-sign checks drawn by the organization. The Treasurer shall endorse all checks received and payable to the organization. He or she shall keep a complete account of the finances of the organization on books which shall remain the property of the organization and which shall be opened for inspection at any time by the members, he/she shall furnish a current statement of account of the organization, including pledges, collections, expenses and disbursement at each regular meeting of the organization.

The Financial Secretary:
In addition to the duties and responsibilities contained in the constitution of the organization, the financial Secretary shall collect the weekly contributions of the members. The financial secretary shall count all monies collected at asalats, weddings, special prayers, naming ceremonies and any other fund raising activities by the organization and shall keep accurate records of all monies collected. The financial secretary shall keep accurate records of all monies collected to the treasurer who shall immediately deposit them in the bank account of the organization. The Financial Secretary, in the absence or disability of the Treasurer, shall perform his or her duties. The financial secretary shall announce all collections at the next asalat following such collections. The financial secretary shall not co-sign checks draw by the organization needs.
Public Relations Officer:
The Public Relation Officer shall be the chief spokesperson for the organization shall act as liaison between NAMIC and other organizations, including but not limited to Nigerian and non-Nigerian Muslim organizations, governmental agencies and community leaders.
REMOVAL OF OFFICERS
All officers must discharge their duties and responsibilities faithfully. The organization shall and cannot allow any dereliction of duties by any officers. Any officer who failed to perform his or her duties shall be removed from office immediately. Any officer who missed two consecutive meetings of the executive without genuine reason shall be fined. Any officer who missed three meetings of the executive in a row shall be deemed to have resigned from his or her office unless if the officer has verified reasons to support his or her continuity with the executive office.

THE MISSION BOARD
The mission board shall comprise of the Chief Missioner. Chief Imam and other missioners appointed by the Chief Missioner, the board and the general members shall appoint the chief missioner which they are all subject to approval by the Executive Committee. The chief missioner shall be the head of mission board and control their activities including the number of missioners on the mission board. The chief missioner shall appoint other missioners and shall apprise the executive and the general members of missioners so appointed. All missioners / Imam shall be reviewed every five years to determine their fitness to continue to serve in their various roles. The mission board shall advise the executive and their general members on matters relating to the practice of Islamic religion.
The Chief Imam:
The mission board shall recommend the chief imam for appointment to the executive. The executive shall forward such appointment to the general members for approval. A three-fourths vote of the members present and eligible to vote shall be required to approve such appointment. The duties and responsibilities of chief imam shall include the overall direction of the asalats, Friday services, teaching of Quranic and Arabic studies, prayers during the month of Ramadan and any other religious activities. He shall conduct the five daily prayers. He shall recommend students for graduation from the Quranic and Arabic school to the mission board. Chief imam shall recommend guest speakers at any function of the organization to the chief missioner. Then chief missioner forwards it to the executive. He or any missioner chosen by the chief missioner shall meet regularly with and counsel the executive on its deliberations and actions on religious matters.
REQUIREMENTS / QUALIFICATION TO APPOINT MISSIONER / IMAM
All missioners must be literate, must have experience in AL-Islam and must have sufficient knowledge of AL-Quran. The chief Imam and Chief Missioner must possess leadership qualities and Islamic jurisprudence.

BOARD OF TRUSTEES
The board of Trustees shall comprise of seven members, two of which shall be from the organization. The remaining five shall be from the Muslim communities. The executive in consultation with the mission board shall recommend candidates to serve as board members. Some of the selection criteria for outside board members shall include but not limited to ability to assist the organization in its projects and functions, projecting the image of the organization to the Muslim world, introducing the organization to various projects and opportunities as well as to people of influence. The board shall serve as a general overseer of the functions and activities of the organization. The current President and the one member from the organization shall be the two inside members of the board. The current president serves as the secretary of the board. He shall facilitate meetings and communications with and among board members. The term of a board member shall be indefinite except the current president and one chosen member who shall be replaced whenever a new Executive is elected.
GENERAL MEETING
There shall be a general meeting of the organization on very third (3rd) Friday of the month to discuss the affairs of the organization. The meeting shall be convened immediately after Asalat. The chief imam shall make every effort to accommodate the meeting. The general secretary shall inform the general members about the meeting on the second (2nd) Friday of the month during jumat and asalat services. The general secretary shall also post notice of the meeting and the agenda on the notice board. The agenda shall include reports of committees, financial condition of the organization, reports of officers if any and any other issues raised by the general member at a preceding general meeting.
The president shall have power to eject form the meeting anyone who attempts to disrupt the meeting. A fine of $5 shall be imposed on anyone who expresses or attempts to express him or her being recognized by the president.

STANDING COMMITTEES
The standing committee of organization shall be:
PROPERTY COMMITTEE:
The property committee shall comprise of a five (5) members committee to be appointed to a two-year term. The president and the executive shall appoint four (4) members to the committee while the chief missioner and the mission board shall appoint one (1) member to the committee. The property committee shall be responsible for the care of the organization property including general supervision of all grounds, buildings and equipments. At the beginning of its term, the committee shall submit a proposal to the executive itemizing repairs and renovations (including costs) the committee intends to do. Upon approval, the committee shall be empowered to make such repairs and renovations and to purchase supplies and services within the allocated budget. It shall regularly inspect and take inventory of all properties. It shall make the facilities as well suited and available for the programs of the organization as possible. It shall approve the use, rental or lease of the organization premises, equipments or other property.
FUND RAISING COMMITTEE:
The fund raising committee shall be responsible for raising funds for the organization to meet its obligations and renovation of the organization building. The treasurer and financial secretary shall be members of the committee. The committee shall be appointed for a two-year term.
PUBLICITY COMMITTEE:
The publicity committee is charged with the formulation and execution of all publicity and bringing favorable attention of the organization to the community. It shall place notices of the organization events in newspapers and in every way endeavor to stimulate interest in our organization events and programs. It shall publish a regular news letter and work with the public relation officers.
EDUCATION COMMITTEE:
The education committee shall comprise of representatives of the executive committee, General member, mission board of trustees. The committee shall be responsible for the establishment of nursery schools, libraries, and oversees the already Arabic schools. The committee shall develop rules and regulations for all schools so established.

ECONOMIC DEVELOPMENT COMMITTEE:
The economic development committee shall be responsible for getting grants, loans from the federal, state, and local government as well as private individuals and corporations. The committee may also establish other not-for-profit entities such as credit unions, restaurants, transportations of senior citizens, distributions of clothing and foods to the poor and other entities that it may deem fit.
WELFARE FUND COMMITTEE:
The welfare fund committee shall be established by the executive committee and subject to change when necessary for effective management and accountability.
Article 13 (C) (VI) on page 8 of the constitution is hereby amended that the general secretary shall have the supervisory control over all paid officers of the organization.
Article 14 (G) (V) on page 9 is hereby amended: No officer or missioner of this organization shall hold another title or position in any other organization whose goals and objectives are similar to that of this organization. An officer or missioner of this organization is barred from becoming a member of such organization.
Article 24 (A) and (B) on page 14 of the constitution are hereby repealed. The constitution and these bylaws may be amended or replaced by two-third majority members of the organization.
Article 25: All revenue belongs to the organization and shall be financially booked for records by the financial secretary and be transferred to the Treasurer to be deposited in the organization bank account.
Article 26: Nobody must not represent the organization without the consent of the executive committee and approved to do so.

Article 27: (1). No individual or group of people must not collect money or solicit for any funds on or behalf of the organization without the following reasons;
(a) Using original direct stationary of the organization
(b) Purposely raising funds for the organization
(c) Personally accounting for the delivery of collected funds to the organization authority in charge or the executive committee.
(11). If any of this section above is not met for full accountability and approved by the executive committee that individual is committing an offense and shall be dealt with according to Article 20.
VOTING
No member of this organization shall be eligible to vote at any election or on any amendment to the constitutions or bylaws of this organization unless such member has been a member of this organization for at least three months and paid the $20.00 weekly contribution.
AMENDMENT
These bylaws may be amended only by two-third of the general members who are eligible to vote.

OBSERVATION
The framework of these New Amendments were compiled and composed by the good judgment and experiences of our following members; Alhaji T. Dan-Salami, Alhaji M. Oddofin, Alhaja K. Onasanya, Alhaji M. Shotunwa, Brother Wasiu Majolagbe and Alhaji Sikiru Adeniyi.
On behalf of the entire member of Nigerian American Muslim Community, we the Executive Committee praise each individual member listed above for their tireless approach to make these amendments possible and successful for the advancement of our organization.
